feat: add community cdp withdraw collateral proposal (#1567)
* Initial proposal types * Add withdraw cdp proposal handler * Add codec registration for proposal type * Update CommunityCDPWithdrawCollateralProposal name * Rename CommunityCDPWithdrawCollateralProposal * Add changelog entry * Add proposal registration, unit tests * Register CommunityCDPWithdrawCollateralProposal proposal type codec
